Born from the vision of founder Frank Fotia together with Third & Urban’s development team, Thirdline was created to bridge the gap between Owner expectations and construction delivery.
Thirdline operates independently, while maintaining a strategic affiliation with Atlanta-based real estate firm Third & Urban. This relationship gives the firm unique insight into the development process and the ability to manage projects in ways that prioritize client goals.
Frank brings nearly two decades of experience leading construction teams across the Southeast. Before founding Thirdline, he served as Vice President at Leapley Construction and Project Executive at Balfour Beatty, where he delivered landmark projects for clients including The Coca-Cola Company, Industrious, Bank of America, and Asana Partners. A licensed Professional Engineer and Clemson graduate, Frank is known for his ability to blend strategy and execution; building teams rooted in trust, clarity, and accountability. Outside of work, he’s a husband, girl dad, and outdoorsman who believes the best projects, and lives, are built with purpose.
Dan brings a strong technical foundation and hands-on experience managing complex projects. Before joining Thirdline, he delivered high profile projects across the mixed-use, higher education, corporate interiors and heavy civil sectors. His project profile includes Atlanta’s Spring Quarter, Cornell Tech site development, and Google’s Manhattan HQ.
A graduate of Virginia Tech with both bachelor’s and master’s degrees in Civil Engineering, Dan combines analytical precision with a builder’s mindset by driving projects forward with clarity, collaboration, and care for the details. Beyond construction, he’s energized by travel and time on a snowboard; always looking for new challenging terrain and new perspectives to bring to the table.
Drew Merritt is a Project Manager with extensive experience in ground-up, adaptive reuse, industrial tilt-wall, and interior construction across the Southeast. Notable projects include the Ponce City Market expansion; a 23-story hotel and four-story mass timber office building, as well as the Delta Baggage Handling System at Hartsfield-Jackson Atlanta International Airport.
A Newberry College graduate and former collegiate baseball player, Drew is known for his team-first leadership, craftsmanship, and calm under pressure. Outside of work, he enjoys spending time with his wife and daughter, playing golf, traveling, and being outdoors.
With more than a decade in the field, Colby brings a depth of hands-on leadership to every jobsite. His experience spans commercial interiors, hospitality, adaptive reuse, and ground-up projects across the Atlanta market. He most recently led single family home development in the field with DR Horton. Known for his precision, composure, and ability to lead crews through complex schedules, Colby sets the tone for how Thirdline builds; organized, safe, and relentlessly high-quality. Outside of work, he’s most at home outdoors with his family or working on personal projects that keep his builder’s instinct sharp. He sets the line as an ultra-runner.
Thirdline is performing preconstruction, planning, and scheduling efforts on the Phase 1 Infrastructure package. The former Corporate Square site in Brookhaven, Northbend is a master planned, mixed-use development across I-85 from the new Arthur M. Blank Hospital. The scope includes building demolition, site utilities, interior roads, and hardscape/landscape improvements.

This summer, the Thirdline and Third & Urban teams came together in Dahlonega for a strategic planning retreat. We kicked off our second day with a sunrise “summit” of Blood Mountain, taking in the incredible North Georgia views and starting the day on the right note. Grateful for the camaraderie, great conversations, and a shared vision for what’s ahead.
